Founded in 2008 by Humza Chowdhry
Founder Humza Chowdhry grew up in New Jersey and currently resides in San Jose, California, with his wife and two daughters. He has a master’s degree in Civil Engineering with a minor in Structural Engineering, and a bachelor’s degree in Architectural Engineering. His passion is to incorporate and promote sustainable methods and practices, help others achieve their dreams, and manifest work-life balance.
In 2008, Humza Chowdhry established HC Structural Engineering and Construction in San Mateo because he had a unique vision to bridge the needs and objectives of our clients (both public entities and private residential owners), and successfully implement a win-win solution (safety, control costs, communication, and quality services) for each project.

Jamie GreeneAssociate Engineer
Jamie Greene graduated from California Polytechnic State University in San Luis Obispo with a Bachelor’s of Science degree in Architectural Engineering and currently Jamie is a registered professional Civil Engineer in the State of California. Jamie joined HCSE, Inc. in 2014 shortly after completing his undergraduate degree. As one of the firm’s Associate Engineers, his primary duties are to perform structural calculations, construct plans, and coordinate with clients on both residential and commercial projects. His main interests are in the design and analysis of reinforced concrete, timber, and steel structures with an emphasis on efficiency and constructability.
Scott RuthProject Manager
Scott Ruth graduated from San Jose State in 1989 with a degree in Advertising and Marketing. He was an advertising sales rep from 1989-1998 with the San Jose Mercury News and San Diego Union-Tribune. He and his wife met one of his advertisers who owned a flooring and window covering store and decided to purchase the business in 1999. Scott learned the business quickly and soon opened a flooring Super Store in San Diego. After acquiring his General Contractors license in 2006, he quickly grew into the residential and commercial markets.
Scott joined HCSE, Inc. in 2016 and has led most of the firm’s construction projects. His primary responsibilities are job site supervision and project management
Harshil VikmaniJunior Engineer
Harshil Vikmani graduated from UCLA with an Masters of Science in Structural/Earthquake Engineering in September 2016. Harshil is currently a an Engineer-in-Training. He joined HCSE in 2016. As a Junior Engineer, his primary duties are to assist in the structural calculations and development of construction documents. His main interests are in Precast-Technology, Performance-based Earthquake Engineering (PBEE), Bridge Structures and Timber high-Rises.
Bernadette PallenOffice Administrator
Bernadette Pallen graduated from University of Phoenix in 2012, with a Bachelor of Business Management. She has 28 years of office experience and will be responsible for all activities that enhances the day-to-day operations. Her main interests are to successfully accomplish daily office operations to ensure efficiency, compliance to company policies, and contribute to driving sustainable growth.
Lalit SharmaSenior Engineer
Lalit Sharma graduated from San Jose State University with a Master of Science in Structural Engineering and currently is a registered professional Civil Engineer in the State of California. Lalit completed his bachelor’s in Civil Engineering from National Institute of Technology, India. He joined HCSE, Inc. in 2019 as a Senior Engineer. He has worked as a Structural Engineer in Oil & gas and Metal/Mining sector for nearly 10 years in fortune 500 companies like Fluor and Bechtel. As a Senior Engineer, his primary duties include structural calculations, construct and review drawings and co-ordinate with clients on multiple projects. His main interests are in the design and analysis of steel structures including the steel connections, concrete and timber structures with a focus on constructability and value engineering.
Marcus YanEngineering Consultant
Marcus Yan graduated from UCLA with a Bachelor’s of Science degree in Civil and Environmental Engineering. He has over 6 years of experience in Structural Engineering. Marcus is a registered professional Civil Engineer in the State of California and Hong Kong, China. Major projects involved includes: Hong Kong International Airport Terminal 2 Expansion, West Kowloon Terminal MTR Station, Yellowstone Club Village, and MGM Grand Cotai. He joined HCSE, Inc originally in 2012 and recently came back in 2017 and as a Junior Engineer. His primary duties are to assist in structural calculations, construction documents, and building information modeling.
